The Iraqi Cultural Heritage Protection Act
H.R. 2009—108th Congress

Introduced in the House by Representatives English and Leach. Besides placing import restrictions on Iraqi materials for an indeterminate period, this bill makes fundamental changes to the Cultural Property Implementation Act of 1983 (CCPIA).
The bill disenfranchises the Cultural Property Advisory Committee to the President (CPAC) by eliminating all expert review of emergency import restrictions by the CPAC, and substitutes a ten-year period and additional ten-year renewal for the present three to five-year period of restrictions in importation under emergency and bilateral agreements. The bill also changes the definition of "archeological materials" to encompass materials more than 100 years old instead of 250 years old.
